Tammy Richards - Cleveland County Treasurer

Tammy Richards, who had been serving as Chief Deputy, was appointed by the Board of County Commissioners, Monday, August 25, 2025 to step into the Interim Treasurer role, effective September 1, 2025. Richards will be completing the unexpired term of Treasurer, Jim Reynolds, who retired following 14 years of dedicated service.

Richards has over three decades of experience in the Treasurer’s Office since starting her public service in September 1993. She has served every aspect of the Treasurer’s Office including, but not limited to, customer service, budgets, mortgage tax, resale, balancing, bookkeeping, program development, supervision, and Chief Deputy, ultimately becoming Treasurer. She understands the systems, workflows, and challenges inside out. She is responsible for overseeing the county’s finances, including tax collection and fund distribution to cities, schools, and other entities. Her deep institutional knowledge and proven leadership made her the clear choice to step into the Treasurer role.

Richards’ longstanding connections with other county officials will assist streamlining interdepartmental cooperation. She carries forward the legacy of past Treasurers and provides stability while adapting to new demands. Having worked alongside her staff for years, she brings continuity and trust.

Richards has also completed all levels of required county certification training (Basic, Advanced I, and Advanced II) through the OSU County Training Program, with Advanced II being the highest level offered.

Duties of the Treasurer
The County Treasurer is an elected constitutional officer with a four-year term whose primary function is to collect taxes certified by the County Assessor from the assessment valuations placed on real estate, personal property, and public utilities in the County. After collection, the Treasurer disburses the moneys to the county, cities, towns and schools according to budgets approved by the County Excise Board. The County Treasurer is the official custodian of all funds for the County. Other duties include: - All warrants and vouchers for all County departments are registered and maintained through the Treasurer's office. - Tax collections are balanced on a daily, monthly, and year-to-date basis, which allows the investment of funds to be made with more accuracy. All special assessments, such as demolition, health, mowing, paving, and nuisance abatement taxes that are originally assessed by cities and towns in the County are certified to the County Treasurer for collection after they have become delinquent. They are placed as lien on real estate property account of the taxpayer. - The Treasurer's office also manages of County-owned property acquired at annual sales of real estate for delinquent taxes. The Treasurer also may sell these pieces of property, upon approval of the Board of County Commissioners.
